PSL Hybrid – Central Manchester University Hospitals NHS Foundation Trust

The requirement

CMFT sought a Tier 1 preferred supplier to provide an IT recruitment platform to manage a PSL across 6 hospital locations. The system was required to ensure a centralised and fully automated booking process, produce real time management information (MI) and deliver visibility across all spend.

The solution

As the result of a tender process, Holt Doctors was appointed as a Tier 1 provider (1 in 4 agencies) and its web based recruitment platform LMS chosen to support the PSL of 15 agencies across 3 Tiers.

Designed specifically for the management and recruitment of locum doctors, LMS was chosen as it is easy to use – including, the facility to rapidly add jobs, automatic cascading functionality and compliance blocking system – preventing non-compliant doctors from being forwarded to the Trust. Furthermore, LMS was supplied to the Trust and all tier agencies free of charge with unlimited user access.

The Trust was assigned a project management team by Holt Doctors to ensure the smooth implementation of LMS.

The results
  • Significant reduction in staff time spent on agency worker management – LMS ensures total control over the deployment of locum doctors and helps the Trust to monitor usage and spend
  • Set rates across agency suppliers to increase cost savings – CMFT’s rate card was uploaded to LMS. Any increased rates are clearly highlighted in LMS at the forward stage and variances shown in the MI.
  • Clear visibility of bookings in real time – With different levels of authorisation and access, LMS gives users full visibility of the status of all bookings (by hospitals and/or directorate)
  • Improved agency accountability – Detailed MI, including fill rates across all tiered agencies, to show which agencies are effectively supporting the contract.
